So it appears to work normally, just refuses to connect. There is no chime when inserting a charged battery. Leaving the battery out for hours also does not seem to reset the camera. My suspicion is that the camera itself is stuck in some sort of firmware bug. So when your cameras try to connect, they get confused between the WiFi Extender and your main WiFi Router. So it might help to configure the WiFi Extender to broadcast under a different name (SSID), or at least with a separate guest network.
